Quick answerTexas requires every driver to carry at least **30/60/25 liability coverage** — $30,000 per injured person, $60,000 per crash and $25,000 for property damage. Every Texas policy also includes PIP and must offer uninsured motorist coverage unless you reject them in writing.

Key takeaways* The 30/60/25 minimum only pays for damage you cause to *other people* — not your own car or injuries.
* The Texas Department of Insurance itself warns the minimums “might be too low” for a serious crash.
* Keep PIP and uninsured/underinsured motorist coverage unless you fully understand what you'd give up.
* “Full coverage” usually means adding collision and comprehensive — and comprehensive is what pays for hail.

**Do this:** Pull up your declarations page and check your liability limits, PIP and UM/UIM. If anything says “rejected” or shows the bare minimum, ask us for a free coverage review.

That's the worst time to find out your policy only covers the other driver, or that a box got checked years ago rejecting coverage you assumed you had.

We review Texas auto policies with drivers every week, and the same few questions come up again and again. This guide answers them in order: what the law requires, what the minimum leaves out, what PIP and uninsured motorist coverage do, what “full coverage” really means, what drives your price, and what to have ready for a quote.

## What car insurance does Texas actually require?

**The short answer:** Texas law requires 30/60/25 liability coverage: $30,000 for each injured person, $60,000 per crash for injuries and $25,000 for property damage you cause.

The minimum comes from [Texas Transportation Code §601\.072](https://statutes.capitol.texas.gov/Docs/TN/htm/TN.601.htm#601.072) and is summarized in the [Texas Department of Insurance auto insurance guide](https://www.tdi.texas.gov/pubs/consumer/cb020.html) (updated December 2025\). Texas is a fault\-based state: the driver who causes a crash is responsible for the damage, which is why, in TDI's words, “Texas law requires drivers to show proof they can pay for the accidents they cause.” For most people, that proof is a liability policy.

What 30/60/25 means
| Number | What it pays | Who it protects |
| --- | --- | --- |
| **$30,000** | Injuries to one person in a crash you cause | The other driver, passengers, pedestrians |
| **$60,000** | Total injuries for everyone in that crash | Everyone you injure, combined |
| **$25,000** | Damage to other people's property | Their car, fence, mailbox or storefront |

Police, registration offices and courts check your coverage electronically through [TexasSure](https://www.dps.texas.gov/section/service/texassure-vehicle-insurance-verification), the state's insurance verification program. Your insurer reports your policy to it, so make sure the VIN on your policy matches the VIN on your registration — a mismatch is the most common reason a valid policy doesn't show up.

⚠️ Driving without insurance gets expensive fastUnder [Transportation Code §601\.191](https://statutes.capitol.texas.gov/Docs/TN/htm/TN.601.htm#601.191), a first conviction for driving without proof of financial responsibility carries a fine of $175 to $350, and later convictions run $350 to $1,000\. A second conviction can also mean an SR\-22 filing requirement (covered below).Reviewed by Krystel Huerta

## Why isn't the state minimum enough for most Texas drivers?

**The short answer:** Because 30/60/25 was set as a legal floor, not a recommendation — a single crash with a newer vehicle or more than one injured person can blow past it, and you're personally on the hook for the rest.

This isn't us upselling you: TDI's own guide says “the minimum liability limits might be too low if you cause a multi\-vehicle accident or the other driver's car is totaled.” When a claim is larger than your limits, the difference doesn't disappear. The other side can come after your savings, your wages or your home equity.

Illustrative scenarioA two\-car crash on a wet Texas highwayYou rear\-end a newer pickup in stop\-and\-go traffic. The pickup is a total loss and both people inside need treatment. Here's how a minimum\-limits policy lines up against those bills (round numbers, for illustration only).

| Pickup replacement (other driver) | $48,000 |
| --- | --- |
| Property damage limit (30/60/25\) | −$25,000 |
| Property damage you still owe | $23,000 |
| Injury bills, two people | $70,000 |
| Per\-crash injury limit (30/60/25\) | −$60,000 |
| Injury costs you still owe | $10,000 |

Illustrative example only — not a quote, a rate or a promise of coverage. Your policy terms decide what's paid.

In our experience, the jump from the minimum to higher limits is often smaller than people expect — the only way to know for your situation is to price both.

Not sure what your limits are? [Start a free review](#mf2-zip) or call (512\) 691\-6400 and we'll read your declarations page with you.

## What do PIP and uninsured motorist coverage do — and should you reject them?

**The short answer:** PIP pays medical bills and lost income for you and your passengers no matter who caused the crash; uninsured/underinsured motorist coverage pays when the other driver has no insurance or not enough. Texas includes PIP and requires UM/UIM to be offered — you can only turn them down in writing.

**Personal injury protection (PIP)** covers reasonable medical, hospital, ambulance and funeral costs, lost income, and household services for you, your household members and your passengers ([Insurance Code §1952\.151](https://statutes.capitol.texas.gov/Docs/IN/htm/IN.1952.htm#1952.151)). Benefits are paid without regard to fault. Texas law doesn't require insurers to provide more than $2,500 of PIP per person, but higher limits are often available — check your declarations page for yours.

**Uninsured/underinsured motorist (UM/UIM)** coverage steps in when the driver who hits you has no insurance, too little insurance, or drives off. TDI notes a hit\-and\-run claim needs a police report, so call the police right away if the other driver leaves.

Common coverage choices and how much risk they leave you holding
| Choice | Risk | What it means for you |
| --- | --- | --- |
| Rejecting UM/UIM in writing | High | If an uninsured driver injures you, your own policy won't pay your injury or car costs under UM/UIM. |
| Liability\-only on a financed car | High | Your lender almost always requires collision and comprehensive; without them a total loss can leave you owing on a car you no longer have. |
| Rejecting PIP in writing | Medium | Medical bills and lost wages wait on a fault decision or your health plan's rules instead of paying quickly. |
| State\-minimum liability | Medium | Legal, but one serious crash can exceed it and put your savings and wages at risk. |
| Higher liability \+ PIP \+ UM/UIM | Low | The setup we recommend reviewing first: it protects your assets and your own family. |

🚨 Check for an old rejection formA rejection you signed years ago — sometimes just to lower a payment — can carry forward. If your declarations page shows PIP or UM/UIM as “rejected” or missing, it's worth a conversation before your next renewal.## What does “full coverage” mean on a Texas auto policy?

**The short answer:** “Full coverage” isn't a legal term — it usually means liability plus collision and comprehensive, so your own car is covered too.

According to TDI, **collision** “pays to repair or replace your car after an accident,” and ** comprehensive** pays if your car is stolen or damaged by fire, flood, vandalism or something other than a collision. Each has its own deductible. We explain why the label can be misleading in [our full\-coverage conversation](https://krystelhuertainsurance.com/blog/full-coverage-myth).

**The short answer:** Your price comes mostly from your driving and claims record, where the car is kept, what you drive, how you use it, the coverage you pick and — with some insurers — your credit.

TDI lists the main rating factors: your driving record and claims history (most companies check a claims report called CLUE), where you keep the car — rates are generally higher in cities and can differ by ZIP code — the type of car, how you use it, and, for some companies, your credit. Since January 2026, a Texas law (SB 1644, per [TDI Bulletin B\-0012\-25](https://www.tdi.texas.gov/bulletins/2025/B-0012-25.html)) also requires insurers that use credit to re\-check it at least every three years.

National average auto insurance, 2023 (NAIC)
| Measure | U.S. average | Note |
| --- | --- | --- |
| Average premium per insured vehicle | $1,438 a year | Up 14\.4% from 2022 |
| Average expenditure per insured vehicle | $1,281 a year | Up 19\.2% since 2019 |

Those are national figures from the [National Association of Insurance Commissioners](https://content.naic.org/article/naic-releases-20222023-auto-insurance-database-report) (report released February 2026\) — not a Texas quote and not what you will pay. Your own price depends on the factors above, and the only way to know it is to price your actual drivers, cars and coverage.

💡 Moving within Texas? Tell us your new ZIPBecause rates can change by ZIP code, a move across town or across the state can change your premium — and your policy must list where the car is actually kept.## How can you lower your premium without dropping coverage?

**The short answer:** Start with the levers that don't create gaps: deductibles you can actually afford, discounts you already qualify for, bundling, a clean driving record and an annual review.

* **Tune your deductibles — carefully.** A higher collision or comprehensive deductible lowers the premium, but only choose a number you could pay tomorrow without a credit card. More on that in [what most people don't understand about deductibles](https://krystelhuertainsurance.com/blog/deductibles-explained).
* **Ask about every discount you may qualify for.** Safe\-driving, multi\-car, good\-student, paid\-in\-full and automatic\-payment discounts are common; availability and amounts depend on the policy and eligibility.
* **Bundle home or renters with auto.** Bundling can reduce what you pay overall. Texas law (SB 213, effective September 2025\) also says an insurer can't *require* you to bundle. See our [home and auto bundle page](https://krystelhuertainsurance.com/bundle-home-auto).
* **Protect your driving record.** Tickets and at\-fault claims follow you for years and weigh heavily in the price.
* **Review every year.** Cars age, teens leave home, commutes change. A yearly coverage review catches discounts and gaps before renewal.

⚠️ What not to cutDropping to state\-minimum liability, rejecting UM/UIM, or removing collision from a financed car can save a little now and cost a lot later. We'd rather help you find savings that don't leave you exposed — see [the biggest insurance mistakes Texas drivers make](https://krystelhuertainsurance.com/blog/mistakes-drivers-make).## What if you need an SR\-22 or you're adding a teen driver?

**The short answer:** An SR\-22 is a certificate your insurer files with Texas DPS to prove you carry liability coverage, usually for two years; teen drivers bring their own licensing rules and usually a higher premium.

According to [Texas DPS](https://www.dps.texas.gov/node/676), an SR\-22 can be required after events such as a crash\-related suspension, a second or later conviction for driving without insurance, or an unpaid civil judgment from a crash. It must be kept for two years, it has to come from an insurance company (an insurance card isn't accepted in its place), and a non\-owner SR\-22 exists for drivers who don't own a car. DPS lists a $100 reinstatement fee.

For teens, Texas uses a [graduated driver license program](https://www.dps.texas.gov/section/driver-license/graduated-driver-license-gdl-program). Drivers under 18 with a provisional license may not carry more than one passenger under 21 who isn't family, may not drive between midnight and 5 a.m. except for work, school or emergencies, and may not use a wireless device — even hands\-free. Adding a teen usually raises the premium, which is a good moment to look at liability limits and discounts together.

## What should you have ready for a Texas car insurance quote?

**The short answer:** Your drivers' license details, each car's VIN, where the cars are kept, your current declarations page and an honest picture of tickets and claims — about five minutes of prep.

1. Gather driver detailsNames, dates of birth and license numbers for everyone in the household who drives.
2. Get each car's VINIt's on your registration, your current insurance card and the driver\-side dashboard. Matching VINs keep TexasSure accurate.
3. Find your declarations pageYour current limits, deductibles and any rejected coverages are the fastest way to quote an apples\-to\-apples policy — or a better one.
4. Note where each car is keptGaraging ZIP code affects price and must be accurate on the policy.
5. List tickets and claims honestlyInsurers check driving and claims reports, so a surprise later can change the price.
6. Ask for a coverage review, not just a numberWe'll walk through liability, PIP, UM/UIM and deductibles with you. Start with the form on this page, use our [guided quote](https://krystelhuertainsurance.com/quote), or call (512\) 691\-6400\.

💡 Already had a crash?TDI recommends exchanging information with the other driver, getting witness contacts, calling police if anyone is hurt or a driver leaves, taking photos and reporting the claim to your insurer as soon as possible. If a claim stalls, TDI's [help line](https://www.tdi.texas.gov/CONSUMER/get-help-with-an-insurance-complaint.html) is 800\-252\-3439\.## The Bottom Line

**The short answer:** Texas requires every driver to carry at least **30/60/25 liability coverage** — $30,000 per injured person, $60,000 per crash and $25,000 for property damage. Every Texas policy also includes PIP and must offer uninsured motorist coverage unless you reject them in writing.

Texas makes the legal minimum easy to buy, but the minimum was never designed to protect your family or your savings. The coverage that matters most — higher liability, PIP, uninsured motorist and comprehensive in hail country — is also the coverage people most often drop without realizing it.

Is Texas a no\-fault state for car insurance? No. Texas is a fault\-based state, so the driver who causes a crash is responsible for the injuries and damage, and that driver's liability insurance is what normally pays the other people involved. That's why Texas requires every driver to carry at least 30/60/25 liability coverage and to be able to prove it. Texas does include personal injury protection (PIP) in every auto policy, and PIP pays your own medical bills and lost income without waiting for a fault decision — but that doesn't make Texas a no\-fault state. You can only remove PIP by rejecting it in writing, which we usually advise against. What is the minimum car insurance required in Texas?Texas requires liability coverage of at least $30,000 for injuries to one person, $60,000 for all injuries in one crash, and $25,000 for damage to other people's property — written as 30/60/25 — under Transportation Code §601\.072\. That coverage pays for harm you cause to others; it does not repair your own car or pay your own medical bills. Every Texas policy also includes PIP and must offer uninsured/underinsured motorist coverage, though you can reject either in writing. The Texas Department of Insurance notes the minimum limits might be too low if you cause a multi\-vehicle crash or total someone's car.Do I need full coverage on a financed car in Texas?Texas law doesn't require collision or comprehensive, but your lender or leasing company almost certainly does — loan and lease agreements usually require both until the car is paid off, often with a maximum deductible. If that coverage lapses, the lender may buy coverage of its own and add the cost to your loan. Even after the loan is paid off, comprehensive is worth a hard look in Texas because it's the coverage that pays for hail, theft, flood and fire damage to your car. A quick way to decide is to compare the car's value with what you could afford to replace out of pocket.Does car insurance cover hail damage in Texas?Hail damage to your car is covered when your policy includes comprehensive coverage, according to the Texas Department of Insurance. Liability\-only policies don't cover your own car, so hail dents, cracked windshields and broken mirrors would be yours to pay. Your comprehensive deductible applies to each claim. After a storm, take dated photos, keep receipts for any temporary repairs and report the claim promptly. Because Texas recorded more major hail events in 2025 than any other state, comprehensive is one of the coverages we review first with drivers who park outdoors or commute through storm\-prone parts of the state. How long does an SR\-22 last in Texas?Texas DPS requires an SR\-22 to be kept for two years from the date of the conviction or judgment that triggered it. The certificate must come from an insurance company, which files it with DPS to show you carry at least the required liability coverage; a regular insurance card isn't accepted in its place. If the policy lapses during those two years, the insurer notifies DPS and your license can be affected again. Drivers who don't own a vehicle can get a non\-owner SR\-22\. DPS also lists a $100 reinstatement fee. Ask us before you shop for one so the filing and the policy start together.## Related questions

### Can I reject PIP in Texas?

Yes, but only in writing. Every Texas auto policy includes personal injury protection unless you sign a rejection. Before you do, consider how your health plan handles car\-crash injuries and whether you could cover lost wages while a fault decision is made. PIP pays quickly and without regard to fault, which is why we usually suggest keeping it.### Why doesn't my insurance show up in TexasSure?

TexasSure matches your policy to your vehicle by VIN, and insurers report policies to it after you buy them. If police or the registration office can't find your coverage, the most common cause is a VIN on your policy that doesn't match your registration. Check both, and tell your insurer if they differ. TDI's help line, 800\-252\-3439, can answer questions too.### What do towing and rental reimbursement coverage pay for?

Towing and labor coverage pays to tow a car that can't be driven and for roadside labor like changing a flat or jump\-starting a battery. Rental reimbursement pays for a rental while your car is being repaired after a covered loss or if it's stolen, and some policies also cover taxis or ride\-hailing, according to TDI. Both are optional and inexpensive add\-ons worth pricing.### What happens to my rate after an at\-fault accident in Texas?

An at\-fault claim often raises a premium at renewal because insurers weigh claims history heavily, and most check a claims report called CLUE. How much and for how long depends on the insurer and the claim. Safe\-driving discounts, a clean record afterward and a coverage review can help, so talk with us before assuming you're stuck.### Is uninsured motorist coverage worth it in Austin, Houston or Dallas?

Yes for most drivers. An estimated 14\.5% of Texas drivers were uninsured in 2023, and busy metro corridors like I\-35, I\-45 and the LBJ Freeway mean more exposure to other drivers. UM/UIM is what pays your injuries and, depending on the policy, your car when the at\-fault driver can't. It must be rejected in writing to be removed.## Sources
